The Steadyrack system is designed to swivel, that’s one of its main features, so there isn’t a way to permanently lock it into a fixed position.
If you’re looking for a more stationary bike storage option, we would instead recommend our Rotating J-Hook. While it can rotate, it naturally rests in a straight-out position and only swivels when lifted slightly first. So if you simply leave it in place, it functions much more like a fixed-position bike hook.
That may be a better fit if you prefer your bike to stay in one consistent position on the wall.
